Raisin Bran Bread

INGREDIENTS
17 tablespoons water (70 to 80 degrees F)
1/4 cup packed brown sugar
2 tablespoons butter or margarine, softened
1/2 teaspoon salt
1/4 teaspoon baking soda
1 1/2 cups raisin bran cereal
2 1/4 cups bread flour
2 1/4 teaspoons active dry yeast
1/2 cup raisins

DIRECTIONS
In bread machine pan, place the first eight ingredients in order suggested by manufacturer. Select basic bread setting. Choose crust color and loaf size if available. Bake according to bread machine directions (check dough after 5 minutes of mixing; add 1 to 2 tablespoons of water or flour if needed).
Just before the final kneading (your machine may audibly signal this), add the raisins.

I'm not sure what I'm doing wrong, but I've tried this recipe twice with the same results. (Maybe it's an altitude problem) There is not enough flour to make a bread dough. With the called for amounts, it turns out to be more of a batter dough such as bananna bread. I kept adding flour to the bread machine by 1/4 cups until the dough balled together. The final product was good after I got the dough worked up, but I think these measurements might be wrong. I hope the submitter will make corrections. Possibly the raisin brand cereal was suppose to be crushed and measured...
