Frank Bee
"You'll score points with a crowd when you stir together these delicious fudge-like treats from Frank Bee of Eugene, Oregon. 'They're very moist and rich,' he notes. 'The chocolate chips and walnuts make a pretty topping.'"

DIRECTIONS
In a bowl, combine flour, sugar and cocoa; cut in butter until mixture resembles coarse crumbs. Stir in eggs. Set aside 1-1/2 cups for topping. Press remaining crumb mixture into a greased 13-in. x 9-in. x 2-in. baking pan. Bake at 350 degrees F for 6-8 minutes or until set. Meanwhile, in a saucepan, combine milk and 1 cup of chocolate chips; cook and stir over low heat until melted. Carefully spread over crust. Combine reserved crumb mixture with nuts and remaining chips. Sprinkle over chocolate layer. Bake for 15-20 minutes or until top is set (chips will not look melted). Cool before cutting.

I made these for a church picnic, so yummy. I would advise baking these a day ahead so they can set up really well.

This recipe is really better the second day. I used fat free condensed milk and self-rising flour but the recipe turned out great! The middle has a wonderful caramel taste, definately richer than plain brownies.

These turned out very good! A little bit to rich for my taste but definetly a keeper. I would add more nuts on the top in the future but other than that they were a hit!
