One Bowl Brownies

i don't find chocolate easily where I live so will be using cocoa. However Charlene's review recommended 12T cocoa pdr to 3T oil/butter. That sounds like aLOT of cocoa. Am I reading it right?? Pls help.

I baked this in my oven-toaster for 15 mins. increased cocoa by a tsp and flour by 2. came out great.
