I have been looking for this recipe for years now. My mother used to make her hash browns this way for special occasions (like Holidays and such). They were the best!!! I hadn't been able to remember how to make them and couldn't find the right recipe until now. The whipping cream ingredient is what gave me the clue this was the right one.
